Over 100 Websites of Government were hacked between January to November 2018, says IT Ministry


More than 100 government websites, which includes a few managed by the NIC (National Informatics Centre), were hacked in the year 2018 (between January to November), Parliament was informed on Wednesday (i.e. on December 19, 2018).

"As per information reported to and tracked by the Indian Computer Emergency Response Team (CERT-In), 172 and 105 government websites, which includes 74 and 31 websites hosted on NICNET managed by National Informatics Centre (NIC) were hacked during the year 2017 and 2018 (up to November), respectively," said S S Ahluwalia, Minister of State for Electronics and IT, in a written reply to Lok Sabha.

Ahluwalia added that due to dynamic nature of the IT as well as the emerging cyber threats, owners are required to make continuous efforts for protecting the networks by method of hardening and deploying proper security controls. The minister further stated that the government has already taken several measures for enhancing cyber security posture as well as for preventing cyber attacks including hacking and breaches.

Ahluwalia said while answering to another query that in total 3, 14 and 6 financial fraud instances affecting the ATMS, cards, PoS (Point of Sale) systems and UPI (Unified Payment Interface) were reported during January to December 2016, January to December 2017 and January to November 2018, respectively, according to the information reported to the Indian Computer Emergency Response Team.

Further, the RBI (Reserve Bank of India) has registered in total 1,191, 1,372, 2,059 and 921 fraud cases involving credit cards, ATM/debit cards, along with Internet banking frauds reported (where the amount involved is INR 1 lakh or above) during FY 2015-16, FY 2016-17, FY 2017-18 and FY 2018-19 (till September, 2018), respectively, said Ahluwalia.

"The CERT-IN issues alerts and advisories regarding latest cyber threats and counter measures on regular basis to ensure safe usage of digital technologies. Regarding securing digital payments, 28 advisories have been issued for users and institutions," the minister stated.

While answering to another query, Ahluwalia said that 53,081 cyber security incidents (that also includes 53 ransomware incidents) in total were observed in the year 2017, according to the CERT-In.
